WATER LEVELS WATCHDOG SAYS HOPES ARE HIGH NEW IJC PLAN DOES WHAT IT SAYS--Daulton Foster of Massena, the former US chairman on a cross-border study in the early to mid-2000's on Seaway water levels done by the International Joint Commission, told us Monday the new approach released by the IJC seems to follow a more natural, seasonally-harmonious pattern to control levels along the Seaway in the Lake Ontario-St.Lawrence River system, improving on "Plan B" released after the study was complete in 2005. Foster says recreational boating is one of the main concerns.
