COUNCIL CO-CHAIRS SAY IT'S ABOUT THE PLAN, NOT THE PROJECTS--Tony Collins and Garry Douglas told reporters after the North Country Economic Development Council met on the Clarkson University campus in Potsdam Tuesday the focus for this year will be to show Empire State Development how well it is making progress on implementing a strategic plan, with the emphasis being the plan. Douglas told reporters the North Country Region did not win 103-million-dollars last year based on the projects alone; the state considers the plan more important. One point of the plan is to strengthen the business relationship with Canada. Collins says some of the projects funded as a result of the "best plan" award last year will be up and running this spring, for example the North Country Pastures mobile slaughterhouse.
