    PROGRESS BEING MADE ON BLACK LAKE FACILITIES IMPROVEMENTS, EMC OFFICIAL SAYS—Dawn Howard, Acting Chair of the St. Lawrence County Environmental Management Council told the Council last night the New York State Office of Parks, Recreation and Historic Preservation has done some work to improve the public access facilities to the lake, the only such area on that water body. She says Parks is watching to make sure the new portable restroom and other enhancements are not vandalized before it does more. The Council gave consensus to a resolution county legislators will consider soon encouraging the improvements. There was not enough attendance last night for a quorum, so it was not a formal vote.
