    DOHENY SKEPTICAL ABOUT “I-98,” BUT SAYS THE NORTH COUNTRY NEEDS INTERSTATE ACCESS—New York 21st Congressional District Republican-Conservative-Independence Candidate Matt Doheny told the Massena Luncheon Club Monday he does not believe the proposed east-west interstate highway project would bring prosperity to St.Lawrence County, or the points between its ends—Watertown and Rouses Point. That being said, he does support getting a link to Interstates 81 and 87 for the region. Democratic incumbent Bill Owens supports both “I-98” and improvements to the existing Route 11, and expects both will happen simultaneously.
