COUNTY TAX CAP DECISION DELAYED—The St. Lawrence County Legislature Finance Committee voted 10-3 Tuesday to table a decision whether or not to send the full board a resolution to exceed the state-mandated cap for next year. The County has a cap of about 4 percent—the state-mandated 2 percent, plus allowances for mandated expenditures. The Committee has until just before the full board plans to vote on the 2013 spending plan November 26th, to decide whether or not to go over the cap. Any amount raised over the cap, by law must go into a reserve to be applied the following year if the budget goes over the cap without a vote to over-ride, first. The board is dealing with a current draft budget with a tax hike of about 15 percent. Finance Committee Chair Fred Morrill once again warned it must “get serious about cuts.” ALSO IN COMMITTEE LAST NIGHT—A proposed tobacco ban on county-owned property was sent to the full board.
