    COUNTY OFFICIAL SAYS THE TAX CAP “CHANGES THE GAME, COMPLETELY” ON PROPERTY ASSESSMENT—Darren Colton, the director of the St. Lawrence County Real Property Tax Department, told an audience in Potsdam last month the state is watching heavily how municipalities assess, to avoid the long-used trick of rigging assessments to glean more tax revenue. Colton says physical change is the only factor the state will allow.
