MANY HOOPS TO JUMP THROUGH TO GET LOW-COST HYDROPOWER—St. Lawrence County Industrial Development Agency CEO Patrick Kelly told a sub-committee of the County Legislature late last year applicants for a piece of low-cost energy that was set aside after the Massena GM Foundry was shut down are told they can expect to wait up to six months or more for a decision. The power is meant to help companies that promise to generate and-or preserve jobs. Kelly says the process of having the application go through numerous local and state agencies...the St. Lawrence River Valley Redevelopment Agency board, the IDA board, the North Country Regional Economic Development Council, Massena Electric Department board, and the New York Power Authority Trustees. The North Country Regional Council only makes a non-binding recommendation, but the other have “yes or no” authority. Kelly says the process makes sure a company is a “good fit”. Committee members expressed concern the long delay may be a turn-off to many job generators. Kelly says meeting schedules were hastened for an allocation to North Lawrence Dairy.
